Whoa! Your Suburban has a 5.7L vortec engine? If that's correct, those engines won't swap. The 5.7L Vortec is the old Gen I small block, while the 5.3L Vortec is the LS-based Vortec engine. Two different animals.

Because '99 was the interchange year for the trucks going from the old Gen I motors to the LS-based motors, some of the early '99s had Gen I motors.

Easy way to determine this, does your 5.7L Vortec have a distributor? If it does, then for sure you have a Gen I motor.

Your best bet's probably gonna be to trade the 5.3L motor for a fresh 5.7L 96-98 5.7L truck motor to put in your Suburban.

Yes you can swap the motors. In order to do it. You will need the 5.3 complete along with computer, and wiring harness for the 5.3. no parts off the 5.7 will work. so if you have the 5.7 thinking of useing the intake manifold or other parts it wont work. youll need the 5.3 complete. i hope this helps out

you can do it, but your going to put alot of money and time in to it.  you have to send the pcm off and have the passkey theft deterant remove from the program (this is just one of many things that might have to be done).  I think arizona speed and marine can do it, but not sure of the cost.  For all the trouble that you are going to have to go through to make it work, it's more feesable to trade for a motor that will fit directly in without mods.  just my .02

you'd have to swap the entire drivetrain out of a donor vehicle, depending on what gauges you want to run, you may have to run dual PCM's, you'll need custom exhaust with headers made for the swap, depending on whether you want to run a/c or not will depend on using other accessory bracketry

these truks are out there, I'd research it before jumping into a swap like this
